Rowville Hall Planning Permit Application
The Plymouth Brethren Christian Church (PBCC) has lodged a Planning Permit Application with Knox City Council to build a new church hall at 1341 and 1351 Stud Road, Rowville, Victoria, Australia.
Located alongside local businesses – and just in front of the East Rowville Electrical Station – the proposal includes the planting of native vegetation across the site.
A new hall for Bible readings and quiet prayer meetings
The hall has been designed to cater for our congregation that includes family groups of around 300 people. We also have monthly weekend meetings – and a few special events a year - where we can accommodate up to 950 people.
The new hall would be:
Located alongside businesses and near another place of worship.
Next to the East Rowville Electrical Station, the golf course, and the garden centre.
Built on vacant land, extensively planted with native vegetation and nesting boxes.

Our planning permit application
A planning permit application has been lodged with Knox City Council. The application includes information about:
The amalgamation of two properties – 1341 and 1351 Stud Road.
A new deceleration lane on Stud Road.
An improved driveway entrance at 1341 Stud Road.
A new hall for up to 950 members.
Parking spaces for 295 vehicles.
Extensive native vegetation planting, with nesting boxes, across the property.
Specialist reports that outline how we will manage traffic, biodiversity, bushfire risk, noise, vegetation, and waste management.

Next steps
Lodging the proposal with Knox City Council is the first step in a long process.
The Planning Permit Application was lodged with Knox City Council in July 2025 and PBCC’s Community Engagement Team has been notifying local stakeholders.
The proposal will be placed on public exhibition by Knox City Council, allowing members of the local community to submit feedback. View and request Council’s planning files here.
